Shadowsocks-libev Failed to Bind Address

when I enter command: ss-server this shows up:

2020-12-07 00:35:05 ERROR: bind: Address already in use
2020-12-07 00:35:05 ERROR: failed to bind address

the system is Ubuntu 20.04.1. What is the problem? I edited the config.json and restarted many times but it wouldn’t work.

No worries your server should work smoothly.

Tried both but with no success.
And cannot connect to my server. It has no ping via the shadowsocks app.
